Plans to abolish South Kesteven District Council have been put on hold after the government launched a review of local government reorganisation. Lincolnshire, North Lincolnshire and North East Lincolnshire is one of 14 areas where reorganisation is being paused, Communities Secretary Angela Rayner announced in Parliament on 7 September 2026.

What was planned

In July 2026, the government confirmed plans to replace all seven Lincolnshire district councils and the county council with two new unitary authorities from April 2028. Grantham and South Kesteven would have been covered by a new Lincolnshire Council serving around 580,000 people across the county's four remaining districts, plus parts of North Kesteven and West Lindsey.

South Kesteven District Council and Lincolnshire County Council would have ceased to exist under the proposal. A separate new Lincoln Council would have served the city plus some wards in North Kesteven and West Lindsey, with a population of around 207,000.

Why the pause happened

Lincolnshire County Council issued a Pre-Action Protocol letter to Angela Rayner in late August, questioning how the reorganisation proposal had been assessed against government criteria and how consultation responses were used. Leader Councillor Sean Matthews said reorganisation would "shape how council services are delivered across Lincolnshire for decades".

On 3 September, South Kesteven District Council's cabinet approved taking pre-action steps toward a formal legal challenge. Leader Councillor Ashley Baxter said: "We do not believe the preferred proposal for LGR in Lincolnshire met the Government's own criteria, thereby removing its legal power to implement it." He highlighted concerns that the proposal split existing council boundaries, which the government's own criteria had discouraged. Cross-party concern had been raised at a full council meeting in July.

What happens next locally

Elections in May 2027 will now proceed on existing council boundaries. Residents in Grantham and the surrounding villages will vote for South Kesteven District Council as it currently stands, alongside parish and town council elections. The April 2028 date for the new unitary authorities is now uncertain, and no replacement date has been announced.
